Well, I got there by going to System Preferences and then to the Speech
settings. When I got the list of voice choices I chose a voice that had not
been available in Snow Leopard to be my System voice. Once I took an OK on
the change I was prompted whether I wanted to download that voice. I
answered yes and the entire group of voices apparently got downloaded since
it was almost a 400 meg download. Once it was downloaded I was prompted as
to whether I wanted to go ahead and install them or install them later. I
answered yes to go ahead and install the package and the "multi-lingual"
package was installed.
