I don't know if you can get it to switch languages on the fly, but you could at 
least create an appropriate activity.

1. Go into VoiceOver utility with Vo-f8.
2. Go down to activities, then go over to the add button and hit it. Type in a 
name, Spanish for example.
3. Now you'll see your new activity in the table. Go over to the checkboxes. 
These control which controls you can configure.
4. Check the Voices box and hit the button. Now you'll see a mostly familiar 
screen to configure your voice. Choose your spanish voice, make any other 
changes and hit close. Repeat this for any other groups of settings you wish to 
configure.
5. Exit the VoiceOver utility. Now to use the activity, hit Vo-x. You can 
switch between the last two activities with Vo-x-x, so you could easily switch 
between English and Spanish.

That should do it.
