When connecting to Windows file shares I usually have to put into the "connect to server" an URL that looks like this:

smb://server_ip_address/share_name

Then it asks for the username and password and I'm in.

So, I go to finder.
Hit Command K.
Type smb://192.168.1.# and hit enter.
Now I'm connected although depending on how your shares are set up you may need to enter a username and password.
Now anything on my mac can use the shares on my windows machine.
