Well, this is not exactly what you want, but default folder X is supposed to allow you to have keyboard shortcuts and additional neat features in the file dialog boxes. I have heard people rave about it, but I have personally never tried it. http://www.stclairsoft.com/DefaultFolderX/index.html
I know the price is $35, but I did not check to see if there was a free trial.
