Hi Christine.
The other command for spotlight is command-spacebar. I was told this one by the 
person at Apple who has worked with me. I didn't even know about the other one. 

I know I'm fairly new, but is your VoiceOver set for to interact when tab is 
pressed? Maybe changing that would help.
