I had this same problem and wrote to the list about it three weeks or so ago.
What I did for a while was use full screen, and the jump command seemed to work better after that, but full screen had problems like not allowing me to command tilda back to the inbox while composing a new message. The other thing I did was move the vertical slider after the messages table and the horizontal slider after the message content table both to 0%. Honestly, I don't know if this solved the problem or if I did something else without realizing it, but I can now use the jump command outside of full screen mode.
