You will need a SIP client and an account with a VoIP provider to get this functionality. A good client ihave been looking at is Counterpath's Bria client which looks very accessible. A VoIP provider is used to route your calls over the 3G data network. When you are connected to a wifi network your calls will be routed over that instead of the 3G network. VoIP providers can also provide you with incoming numbers for your country.
