Actually no. It's the rate of speed at which the character echoing occurs. For example, if you are a Jaws or Window-Eyes user, arrow through your "on the fly" keyboard verbosity settings, (In Window- Eyes, CTRL+ Alt + arrow keys), and you will be able to find what I am talking about.
