Yep, I believe I have.  The trick is to interact with the header group, then, 
what you do is use VO+left or right to focus on the address of the person to 
whom you wish to reply, then, Press VO+left arrow just once.  I don't know 
quite why this works, but, at this point, the short cut menu should be 
available to you.
