Hey,
Make sure that the first track is on bar one, beat one on your time line. Then 
select your next track. You can either cut it, move to where you want it to 
begin playing on the time line with your arrow keys, and then just paste it in. 
Or you can hit VO command accent to start moving the item. VoiceOver should 
tell you where the track's region begins, so just move it with VO right arrow 
until it's where you want it to start playing and then press escape to stop 
moving it.
