You can also turn off quick nav and press right arrow to expand the folder,
or press VO plus the backslash key to expand it with quick nav on.

Hi Gavan,

I have had the same issue with attaching files in Apple Mail. THe only way
to rectify this is to press command down arrow to open the folder.  Then,
you can see the files in that folder and select the one you want to attach.
Once you find the  file, just press enter like normal. I hope this helps.
This was a source of great frustration until I figured this out. Hope this
helps. I haven't had too much coffee yet today, so I hope this makes sense.
