Folks, we may have addressed this earlier, I don't remember. However, I just had a somewhat frustrating experience, and I think I somehow did it to myself. I was writing in TextEdit using a Focus 40 braille display. All of a sudden, VoiceOver said Speech Off, and I couldn't get it back for a while. Luckily, it continued to run the braille display. The track pad wouldn't turn on either. VO plus f8 didn't work either. Restarting the computer didn't work either because the speech immediately turned itself off when the computer came back up. I finally got smart and did VO spacebar and typed voice. That brought up the utility, although it didn't have anything on the braille display except the word voice. Luckily, I was able to use the braille display to get the speech back.
If this ever happens again, is there a keyboard command which apparently I typed somehow to get the speech back?
