Is there a way to download it with out playing it, thereby
playing it off line?

I think you are coming up with a player for watching the video.
I'd suggest you wait a minute or two for enough of it to be
downloaded to begin playing. It sounds like it is buffering,
because it's being played before you have enough of it. The
counter with the time on it is displaying the length of the
video.
