Hi:
For your iPhone, use Twitters app, or Twitterific. I use both. If the person 
puts @ in front of your user name, then your followers can see their posts. I 
do not  know how to block on the web site. Look under settings. You can protect 
your tweets so if you want people to follow you, then you have to give 
permission.
