I don't have a login screen on my macbook pro, but I've got the same problem with vo. Startup is hit and miss, and it always starts in some window called Speech synthesis server; kind of like the com.apple.doc.extra window that used to be a problem when lion first came out. I'll be very, very grateful if/when Apple fixes whatever this is and vo reliably starts on the desktop like it did under snow leopard. At this point this bizarre vo behavior is the only reason I regret switching to lion on my Macbook's internal drive. I still have a little drive that can boot into SL for the few tasks I can't accomplish under lion, but at least for me, lion is now a lot better than it was when it first came out: if only they could iron out the startup quirks. Sorry this probably doesn't help much, but I guess I just wanted to write and let you know that you're not the only 1 having this kind of problem.
