Well it does not take a whole lot to be able to test... You need to have a machine that you can live with if it does not work, and you need to register as an Apple developer. I believe indivduals can become developers for $100. Check the Apple developers web site for more details.

Also of interest, Tidbits says that the Lion Preview is installed via the Appstore.
