Hi, That's not true. You can still switch between voices that way in Lion.

In Snow Leopard, you could change the voices quickly by pressing VO which is option control along with command and the down arrow. In Lion this has changed a bit. In order to switch between voices, you must create an activity for that voice. This is done in the VoiceOver utilities. You can get there by pressing VO F8. Then arrow down to where it says activities, hit enter and or press VO right arrow and you should be able to create different voices to switch between. This sounds confusing so let me give an example. My fiancé sends me an email in Spanish, I want the SPanish voice Monica to read his message not Fiona the Scottish voice. To accomplish this, I created an activity with Monica, set the verbosity and so forth and now i can switch to Monica by pressing VO X. It is a toggle, so you can switch between many different voices if you set up an activity that way. I hope I haven't confused you. I cannot take credit for knowing this. Someone on this list I think Ester was kind enough to tell me about activities and VO X . If I have gotten the name wrong of the kind soul who helped me, I apologize. Have a great day.
