You can answer some questions about commands by going to the terminal and using the manual pages. In this case you would do

man bz2

which gives you a bit of info followed by how to use the bz2 command. In the instructions they have a link to

http://www.bzip.org/

which also gives you details. Summary is, as you expected, it's another file compressor although they claim much faster compression and uncompression speeds among other advantages. Disadvantage is that it's not as popular so if you send a bzip file to someone else they might not know what to do with it.
