Locking VO is the only way I've found to read pdfs, too.  It's also possible to 
move left and right on a line, one word at a time, using the left and right 
arrows, provided that VO is locked.  There does not seem to be a way to read 
documents formatted in multiple columns, however, nor is it possible to 
navigate by sentence or paragraph, at least as far as I know.  If anyone else 
on this list knows more tricks, please do share.

Hi all,

THe only way I can read PDFs is to press control option and colon which locks 
the VO keys. This way you can just use down arrow to read the document or just 
press A for all. I believe you can also interact with the toolbar and go page 
by page. But it's not intuitive. I hope this helps.
