If you have low vision, Sibelius is somewhat usable. My vision is not good 
enough to use it effectively so I Have give up. You cannot even label buttons.  
You can change the pitch of notes, so even if you cannot see the note, if 
you're good enough to write music, you're probably good enough to recognize 
what note is being played.  The cheaper version of Sibelius is about $125, so 
you may want to test drive a demo version.  

Bottom line, if you can't see, you can't write music on a computer, at least 
not any more.
