Yes, definitely. Press VO-u to bring up the Web Router. Once it is up, use left and right arrows to navigate between Headings, Links, Tables, Form Controls etc. Use up and down arrows to navigate within a given category. Type the first couple letters of what you wish to find to quickly restrict the list. For example, type "g-m" on the oogle page would quickly locate the "GMail" link, press return and focus will move to that link but does not activate it until you press VO-space.
