Hi Buddy, The various InBoxes order is controlled by the order that they are shown in the Accounts table of the Mail Preferences. In the sighted world, they can be re-ordered using Drag and Drop actions. These same Drag and Drop actions also allow you to re-order specific sub-MailBoxes within the tree structure of the MailBox list. The problem, as usual, arises with the VO Drag and Drop not being perfect so it is more or less a "hit and miss" whether you'll be able to move them around.
I have had success on occasion using VO-comma and VO-Shift-period to do the Drag and Drop but very inconsistently. I turn off Cursor Tracking after the VO-comma then navigate to where I want it and sometimes, actually less than sometimes, it works but most of the time I get annoyed and ask someone in my family to Drag and Drop it for me.
