Hello Nancy,

It sounds as though they are trying to display the PDF in a plug-in that has 
accessibility issues, or perhaps they're using Adobe reader with flash.  Can 
you disable your plugi-ns and try just downloading the newsletter instead?  To 
disable your Safari plug-ins, bring up your preferences with Command-Comma.  
Interact with the toolbar, then navigate to the "Security" button and press it. 
 On the security pane there should be a check box for "Enable plug-ins" that 
you can temporarily uncheck. Close your preferences window with Command-W and 
try downloading the PDF document instead.  You should be able to use the 
contextual menu (VO-Shift-M) on the link to find a download option.  Then 
display with Preview or Skim instead. You can enable your plug-ins again from 
the Safari preferences menu after you're done.
