You can set VO to start when you log in:
Go to system preferences, users and groups button.
Click the boxthat says "click the lock to make changes." Interact with the 
thing that says users, groups, and log in options. " So you do that, and then 
if you're going through the login options portion, there'll be a checkbox that 
says start voiceover at login.
That should fix it for you.
