Dear Johnny, Open Voiceover utility with vo+f8. Then with vo+m, go to your menu bar and move to the right to find "file". Then down arrow to open the menu. If you arrow down the options you have there, you will find a few choices for resetting various preferences of Voiceover. I've not done it myself - have had no need for it, but it seems fairly close to what you want.
Notice that under the same "file' menu item, you have an option to export your setup preferences into a file and save it where you wish on your hard drive so that you may import them again if something goes wrong and you want to get back to the best setup you had. Navigating in Safari takes a lot of learning but you will get there. Hope this helps.
