DVDs have a very specific arrangement of the files and folders along with what the config files contain. This is all contained is a large spec called the "Blue Book". Suffice it to say that there is a lot more to creating a DVD than just copying video files onto DVD media. The best route is to get familiar with a DVD authoring tool like iDVD. Haven't tried that out with voiceover but I think I heard others on this list say they got it to work.
