If you hear the Funk noise every time you press Command Tab, then you're encountering the same thing I had happen the other day. I was playing around in Messages, and checked a box, which is when it started. It's been suggested to try turning off and on VoiceOver; what worked for me was a restart, then unchecking that pesky box. If you didn't check that box in Messages, then…. who knows.
