Just a thought, and, sorry if someone has already mentioned it before, but, if you look in your user account's Library/Preferences folder, (from what I can tell, it would be /Users/william/Library/Preferences), you can find the VoiceOver configuration files. The file names start with "com.apple.VoiceOver". If you delete those files and start VoiceOver anew, that might fix the problem.
It will get rid of your speech settings and voiceover preferences, but, since VO isn't working for you right now, that may not be a problem. Just keep that in mind.
