You have 2 options. It appears from testing I have done that the command does not work if there are no downloads in the list. In other words, if you have nothing downloading and you have your settings set that you clear the list after successful download then it would be empty and the command would not work. But you can always go to the downloads button in the toolbar at the top of the screen.
