I do this all the time on Numbers. First, when you press command O en a file, 
you should get the messaje that you are on layout. There are some other 
choices, but that's the one you want first. You need to interact on that one. 
Then, you should get a choice of tables. You can add tables somehow so that you 
have more than one, and I have done this accidentally. If you have done nothing 
yet to your file, you should have only one. Interact again on the table. Then 
you can see your rows and columns just like in Excel. VoiceOver does consider, 
as a default, the first row and the first column to be headers, which tells 
VoiceOver to let you know where you are. It announces these rows and columns 
for you as you move from place to place. 

I will say that right now there seems to be a bug in the new version of Numbers 
that the computer slows way down on very large files. I have one that is over 
100 rows, and it's slow to use. I have reported this to Apple. I hope they fix 
it soon. But for smaller files, this should not be a problem. With these big 
files, the pro#more seems to be with editing the cells. Copying and pasting 
doesn't seem to be a problem. However, after having said that, I can make it 
work ok, even though with a braille display it is possible to need to force 
quit like I had to do yesterday. If you're using a braille display, turning 
grade 2 braille off might help.
