I recently bought ID3 Edit and it is quite powerful. I haven't spent a lot of time with it yet but it supports both V1 and V2 tags. I'm plowing through over 600 messages from this list alone right now so can't find the exact location of this file; it is not in the App Store. There was a message in response to me on this very subject last month from Esther giving the more details.
