No the cable alone is not sufficient the machine needs to see a monitor at the other end of the connection. However it does not have to be turned on so far as I have been able to determine.

Depending on what mini you have, it probably has a mini display port, and either a mini dvi port or HDMI port. With these, the only way I have found to make this work is to connect a monitor of some kind, I don't think just the cable is sufficient, I could be wrong there though.
