Hi Rahul. When I used Safari in Lion in full screen, I noticed similar problems. Voiceover would only jump to the first visible heading that it saw and navigating was difficult all in all. I was hoping that Apple would fix these issues but I see they haven't. You might want to send this to Apple Accessibility so that they know of these issues and in the meantime don't run Safari in full screen.
