I'm running Mountain Lion 10.8.2, I have a MBP15 that's about 4 years old with 4G of RAM. What I did to get it started was go to the Applications folder, Select it by thing "change" and then interacting with the browser and doing a VO space to click it. It said, "Opening selected browser item," and then about a minute or so later, it came up speaking with the system voice.
I just went back to the Finder window and opened it with the normal Command O, and it came up RIGHT away this time.
