I figured out a basic reason why it wasn't working was simply my approach.  
It's really quite simple.  I have always pressed cmd+shift+D to send the 
message, which it first spell checks.  I never (have never thought) to spell 
check the document with cmd+colon or cmd+semi colon (what, precisely, is the 
difference, here?  it seems like the cmd+semicolon simply moves you to the 
misspelled word you can correct while the cmd+colon offers suggestions?  
Anyway, since I was using cmd+shift+D to send the message, after the 
suggestions given here, it actually makes sense that it would go ahead and send 
the message, because it would assume that I am saying to cancel the spell check 
and go ahead and perform the action interrupted by the spell check:  sending 
the message.  When I use the traditional spell check methods as in Pages, I can 
press escape with no issue.

Thanks all for your suggestions and thoughts.  Sometimes it only takes a 
different perspective.  I was in a mindset that when spell checking a Mail 
message I needed to attempt to send it first and have Mail check it on the way 
out.
