I think it's what you like, and neither the dock nor spotlight is better than the other for opening apps or folders you use all the time. Spotlight is a keystroke, a key or four, then the thing you want is almost always first, at least for apps. The dock is a keystroke, a letter or two, then enter. So the dock is a bit faster, but only if you've taken the time to add what you want to it, which people don't always do. I tend to use the dock more, but that's just me.
