That's exactly what I was going to suggest. It's not a perfect solution, but it's the one I use in these situations. Sometimes I find I need to put a space before or after the symbol when I'm writing the text in the pronunciation editor. Without that, I find VoiceOver still just ignores the punctuation mark.
