A simple web search gave me my answer (I'm gonna have to start googling before 
asking). 
The ~/library/ folder is hidden by default starting from Lion onwards. The 
following Terminal command permanently unhides this folder.

chflags nohidden ~/library/

Or, you can go directly to the ~/library folder without unhiding it by pressing 
command shift G, and typing in ~/library.

      For some reason, the Library folder is not listed under my user account 
in finder. Library folder is listed under my computer name, right under 
applications, and above system, but in my user account, there is no listing for
