Time machine is a file-copy backup solution which means it has to have
the OS running to read the files and stash them away. If you want to
backup multiple partitions and partitions that are not OSX format then
you're going to need a disk-based backup that just reads the raw blocks
and mirrors them elsewhere. Probably Carbon Copy Cloner. The CCC FAQ
says it will backup a bootcamp partition but it won't be a bootable backup:

They point to some windows backup software to run on that side.
