To interact with the vm you press control+command f.
This is a command built in to vmware fusion.
THen when you press option tab, it will be the equivalent  of alt tab.
You can change this but by default, the option key is your alt key, the command key is your windows key. If you want to interact with the mac, press control+command, then give it a few seconds and you can turn voiceover back on. I personally think you have a better experience with vmware and windows if you turn vo off.
