The odd thing about Text Edit and moving by paragraph is that, Well, I found, 
you must interact with the text in order for it to work.
Press control option shift down arrow, then try vo shift page up or down and 
see what happens.

  Yes. Cmd-left/right moves to the start or end of the line, up/down to the 
  top or bottom of the edit field. Option-left/right moves by word, up/down by 
  paragraph. Add shift to select by the movement instead of just moving by it.
