I'd boot into safe mode, then remove the offending app. Raul posted how to do this a few days ago, but a quick google search should tell you as well. If you are intent on re-installing iOS, google can tell you that as well, but I think safe mode will do the trick in your case. I say google instead of providing a tutorial because none of this is unfriendly to the sight-impaired, except maybe entering DFU mode, but that's a matter of timing and practice.
