Drop box is a bit nonstandard, it does not show up in your command tab list of 
apps. You need to press VO m twice to get to the status menus, then navigate 
left and right through the items, drop box should be one of them. You need to 
use the VO navigation here, using the reguar arrow keys will only take you to 
the built in apple status items rather than all of them. I think this is a bug 
in the operating system that's been there for some time, but the voiceover keys 
will get you to the item you want.
