Hi, No, it's not a repair issue. Is it the regular sound effects or the VoiceOver sound effects that you're hearing?
If you're hearing the regular MacOS sound effects but no speech or VO sound effects, then I think that you may have turn VO speech off with the TrackPad command. To turn it back on, do a three finger double-tap on your TrackPad and it should turn back on. If you're hearing the VO sound effects but no VO speech, I'm guessing that you checked the Mute Speech checkbox in the Speech category of the VO Utility. This will be tricky but not impossible. Press fn-VO-f8 to bring up the VO Utility, press your down arrow twice which will bring focus to the Speech category, press VO-right arrow three times then press VO-space once. Now speech should be back on, navigate with VO-right or VO-left and see if things are read again. Thirdly, you may wish to get sighted assistance to check the Mute Speech setting mentioned above if you can't make it work. Later...
