Hello, It is not necessary to interact with the arrange layout area. You can just use the up/down arrows to move from track to track. Most of the time, Voiceover will not announce what track you are on. I guess if you have like 25 tracks, this could be an issue but, I have found that most people using Garageband don't have that many tracks in a given project. Honestly, I hardly ever interact with the arrange layout area unless I need to manipulate a region, or, adjust panning or volume level for a track. If you haven't recorded anything on the track yet, you can just play the instrument to make sure your on the correct track. or, solo the track with the letter S to see what has been recorded on the track so far.
