The below task can be performed in a couple of different ways. I will present you with both ways that I am aware of, however there may be some additional ways as well. The easiest, and likely the way that you were thinking about, is simply by pressing the "F1" key, and if this doesn't make a difference, hold the "function" key, located in the bottom left corner of your laptop keyboard, while repeatedly pressing the "F1" key. To return brightness to normal, you can perform the above-mentioned step, however substitute "F1", with "have to". Please note, VoiceOver will speak of the percentage of display currently available, the range is between 0%, and 100%.
The second way of doing this, and I only suggest this on keyboards that for some reason the above-mentioned steps don't work, is to go to the system preferences located either under finder, applications, system preferences, or, under the Apple menu by pressing control, option, M, locating the Apple menu, and pressing control, option, space on it. Then utilizing your arrow keys to navigate to the "system preferences" option. Either way that you make it there, after you locate system preferences, you must go to "display", a system preference pane that is available to you. Under the "display" pain, you can change the brightness utilizing a slider you will have to interact with when using voice over. Though my answer may be a little convoluted, and quite detailed, I hope you're able to understand exactly what Have detailed above for you.
