Tweetlist has filters as well. Also, Tweetlist offers a lite version which is 
free, and a pro version ($2 I believe) which has all the features. I'm not sure 
what the lite version lacks, but the descriptions can tell you.

For the Mac, YoruFukurou is the best client I've found; it has not just user 
filters, but filters for keywords, hashtags, and even regular expressions. You 
can also set up custom tabs, to group tweets into their own tabs by the same 
criteria as filtering. It is a very powerful app and I highly recommend it.
