Its hard to tell with the limited amount of information you provided.

If this is still occuring, then you need to find an application or window
name from the VO-F1 or activity monitor.

I know that when I login to my system on occasion, the Tech Tool Pro agent
takes the forground window instead of the Finder.  Especially now tha twith
Lion and Mountain Lion defaulting to re-opening all windows of all
applications that were open prior to logging out or shutting down, it can
take a bit for the computer to be fully available on initial login.  This
is worse if you have the minimum amount of memory .
