Have you tried maybe routing the mouse to the control and literally single or double clicking the mouse itself using VO+shift+space? As an example, last Friday when I signed up for T-Mobile, I had to do the digital signature: and, the only way to get in to the window where I needed to enter my pin was to do exactly as I described above. None of the other methods would work.
