One other thing to look at is traceroute timings. Traceroute is an area in the 
Network Utility. Pick a well known  server that has dfferent speeds for the two 
computers and try to do a traceroute to it. This is a way to ask the network 
how you get to the server. Generally the first 3-4 lines should be almost 
identical on this traceroute. If not. 
1. If one traceroute gives names and the other does not then you probbly have a 
DNS misconfiguration. .
2. If the numbers diverge on the secodn or third hop, try  restarting the slow 
system.
I believe there is a reset DHCP or request new lease for DHCP button in Network 
configuration which might resolve issues. 

Another possibility is that your carrier only wants you to connect one machine.
